If you're shopping around to have a stump removed, state law ( Both PA & MD ) requires that ANY digging below ground you need to call 811 (Miss Utility) to eliminate any threat to damaging underground utilities. If the "other" guy fails to mention this, MOVE ON! The other guys out there don't feel the need simply because they're not getting down to get the entire root out. Grass will not grow, tree can re-sprout and mushrooms will grow. If they hit anything without calling, they pack up and YOU are held responsible!
