Taking quotes for fuel line system replacement

Im looking for someone who can do a job that can provide they are a true mechanic not a backyard part switcher. I can switch parts out all day long, but don't have the in depth knowledge a mechanic would have. Im looking for someone to tell me if they can do what I am asking or build on what I am wanting and a ballpark figure on costs of labor and parts. I want multiple people to respond so I can gather info and see who can do the work, how long it would take. I WANT AN ESTIMATE, however i dont want it to be 500 dollars more than the estimate either. so please give me as close to one as you can.

heres what is going on:
I have a 1995 f 250 w/ a 5.8 engine 2 wd truck. Its an automatic transmission with regular gas.I have dual tanks on the truck. The front tank will idle but you cant drive on it and the back one works just fine w/ the exception of the seal on top wont sit right so if the tank is too full it spills out. The rear tank is fairly new and the fuel pump, sending unit, and fuel pressure regulator is all less than a year old and functions just fine so those don't need to be replaced. the fuel lines are quick connect fuel lines, but they aren't quick at all they require the special tool to change the fuel filter and is a pain in the ass to use but I deal with it.

What I want is to completely bypass the front tank and take it off the truck. I want to run my lines straight from the back to the engine. In my mind this should be easy since you would no longer need all the extra stuff required because of the dual tanks. I want to get rid of the front tank. Also I did have to cut a fuel line off because the quick connect end by fuel pump got bent and replaced it with fuel rated flex hose. Id like to replace the lines that run from the back to the fuel filter with flex hose. HOWEVER if its not possible i understand. I know somewhere in the lines that run from the back to the fuel filter has got something massive in there that keeps cloggin my filter up. I have to change my filter every 3 months and and when i disconnect the filter the fuel and pour gas out of the filter that just gone in comes out muddy and nasty but if it you dump the gas out of the end after it goes through the filter it comes out clean. (good to know my filter is doing its job) . On fixing the seal around the pump and tank, some joker told me he could fix it and tried using something to just create a seal instead of actually fixing it. so if its going to be a pain in the ass to remove all the junk and going to cost to much extra I will just continue not filling the tank up all the way.

Last one not relating to fuel is my trailer lights used to work, then started working on and off and now don't work at all. Would like to get those fixed. I don't know anything about electrical work don't even want to try it.

So work to be done
- either replace lines with flex hose or clean the hard lines out
- bypass front tank and remove tank ( you can keep the front tank if you want i dont need it)
- fix the seal if its not going to cost to much extra.
- trailer lights
